In 2006, the Japanese Maritime Disaster Prevention Law was by passed in the Japanese Diet, requiring that all chemical tankers entering Japanese waters be able to demonstrate the ability to mitigate a catastrophic HNS release at sea to the Japanese Coast Guard. Enforcement of this requirement commences April 1st, 2008.

The “official” launch of Japan's HNS Disaster Prevention Plan at MDPC’s test center located at Yokosuka Naval Base, on 2 Oct 2007 is the culmination of 5+ years of in-depth evaluation of the Imbiber Beads® technology. Over 100 government and industry delegates were “invited” to witness and receive an in-depth review of MDPC’s work over the past 6 years. (Photos of the HNS Spill Exercise are below).

As a part of Japan’s National HNS Spill Contingency Plan, strategic inventories of Imbiber Beads® are to be located at 70 major seaports across Japan by 2009, in preparation for possible future HNS spills. The first 23 “high risk” depots are to be fully equipped in 2007.
